Mr. Bullock is Director General of the Planning Institute of Jamaica and one of the government’s chief policy advisors. He has served in various senior capacities in the public service, namely as Financial Secretary in the Ministry of Finance and Planning and Deputy Governor of the Bank of Jamaica.
His professional experience covers design of mechanisms to maintain external competitiveness, managing foreign exchange market liberalization, fiscal budgeting and management of budgetary operations, fiscal policy, public debt management, revenue administration and protection, public finance reform, external economic negotiations, macroeconomic policy design and sustainable development.
An economist by training, Mr. Bullock has lectured at the University of the West Indies, where he taught macroeconomic theory, monetary economics, public finance and public policy. He serves on a number of boards and is Chairman of the Financial Services Commission, Jamaica Social Investment Fund and Planning Institute of Jamaica.
